The Personal Care Attendant (PCA) program offers personal care assistance to adults aged 18 to 64 who have chronic, severe, and permanent disabilities. The objective of this program is to allow individuals to remain in their homes instead of requiring institutionalization, such as placement in long-term care facilities or nursing homes. A Personal Care Attendant is employed to aid in carrying out activities of daily living (ADLs) and facilitating home-based living. Please note that there is a waiting list for acceptance into this program.
Eligibility for the PCA program involves a two-step process:
Part 1: Functional eligibility requires that you demonstrate a need for these services. Specifically, you must show that you require hands-on assistance in performing at least three of the seven core Activities of Daily Living (ADLs) listed below:
Bathing
Dressing
Eating/Feeding (excluding meal preparation)
Toileting (including going to/from the toilet and maintaining hygiene)
Transferring (safely moving in and out of chairs/bed)
Medication management
Behavioral support (daily supervision to prevent self-harm or harm to others)
Part 2: Financial eligibility requires that you qualify for Medicaid by the time you receive services. While you do not need to meet the financial limits of Medicaid while on the waiting list for PCA, you must apply and qualify for Medicaid by the time your name is reached on the waiting list.
